My suspicions are:

 * That transponder (on Astra 2A) is on its way out.

 * The BBC's uplink has a fault and is outputting a just-out-of-spec
   signal. (FEC problems?)

The problem only manifests itself on certain brands of equipment, which
probably use a common receiver chipset.
