Don't know about the chances of a fining them, but they do that with
me. The drive is useful because I actually leave my bin at the end of
the drive, just still on my property. They collect it no trouble and
have done so for years.  I wonder if not actually placing it on the
pavement means that the jobsworths cannot fine me  should the state of
the bin or its contents contravene one of their ludicrous rules.
Any lawyers around?
