The writer's main point is that the range of uncertainty is wider than
the commonly quoted one of 18-59cm. These people are interested in the
science, so for them, less certainty means more research is required.
Only somebody looking for an excuse to dismiss it all would react as
you did there.

These are suggestions for people who are concerned about climate
change, on what they can do about it themselves, not instructions that
everybody is supposed to follow. And they're in the comments section,
so they don't come from the people who run the site anyway.
