Cancelling a Competition
Is there any rule that permits or prevents the Competition Committe
cancellin a competition once it has started.
The first thre players in a medal had started the competition when the
Committee decided that they felt the competition should be cancelled. Can
they do this?

The following Decision should answer your query.
Q. In stroke play, in what circumstances should a Committee cancel a round?
33-2d/1
A. There is no hard-and-fast rule. The proper action depends on the
circumstances in each case and must be left to the judgment of the
Committee.
Generally, a round should be cancelled only in a case where it would be
grossly unfair not to cancel it. For example, if some competitors begin a
round under extremely adverse weather conditions, conditions subsequently
worsen and further play that day is impossible, it would be unfair to the
competitors who started not to cancel the round.

Denis,
To add to what John has said, there is no one specific Rule that permits or
prevents the Committee cancelling a round of a competition once it has
started. The definition of Committee makes clear who they are and the Rules
(particularly 33 and 34) and Decisions are dotted with what the Committee
should or must do or not do.
When it comes to cancelling a round, the Committee is expected to act
responsibly and only do so with just cause.
Decision 33-2d/1 that John quoted, deals with inclement weather.
33-2b/1 deals with holes or teeing grounds moved during a round.
Other reasons might be because the Committee had failed to state which tees
were to be played from or there may have been confusion over the format or
the conditions of competiton or Local Rules because of an error or omission
by the Committee resulting in some competitors playing one way and others
differently.
The Committee must do what they consider fair to all the competitors: those
that have played, those playing and those still to play.
Voiding a round need not necessarily mean cancelling a competition - perhaps
the competition could be replayed at a later date under fairer
circumstances.
