Player incorrectly penalized. Does the score stand?
In a Stableford competition, a high handicapper (H) is playing in the
same flight with a low handicapper (L).
On the green of a certain hole, L's ball is farther from the hole than
H's. When L prepares to putt, H positions himself is such a way that he
can observe L's line of putt. At that point L turns around and states
that H has incurred a penalty of 2 strokes for observing his line of
putt. H (assuming that H has a better knowledge of the Rules, and too
intimidated anyway to object) does not object and adds two strokes to his
score for the hole.
After the competition, H turns in his signed score card to the Committee
without remarks.
After the competition was closed and the results published, H learns that
he has incorrectly accepted the penalty and now wants his score modified.
Is my understanding correct that the initial score stands (R34-1.b)?

The score stands; however, the fact that the competition has closed
is not the basis. Rather, Rule 6-6c applies (i.e. H could not
have changed the score once his score card was returned).
Had H's score been inflated by two penalty strokes due to an incorrect
ruling then the close of the competition would have been the deadline
for the Committee to correct its ruling. However, that is not the
case here -- H merely returned a score for this hole that was higher
than the score he made.

A lesson here for "H" to be learned, as I sure that you know well.
If anyone is doubtful of their rights or knowledge of the rules NEVER
take as verbatim what anyone says on the course. There is always,in
stroke play, the alternatives of playing two balls or taking (as
should have been done in this case) the disputed point to committee
and in match play making a claim.
But do it correctly, according to the rules and in the correct time
scale.

Further evidence that, with a few notable exceptions, knowledge of the Rules
is to be found in an inverse relationship to the player's handicap.

I knew, I just knew, there was a very good reason for maintaining a
high handicap: do not want to jeopardize my command of the Rules.
