Local Rules   
Ive found this Local Rule. What do you think??

Priority On Course

The Committee have discussed and implemented the following Local Rules.

1. Priority on the course. 2 balls have priority over 3 & 4 balls. 3 balls 
have priority over 4 balls.

2. Single players have no standing on the course.

3. Any group playing a whole round is entitled to pass a group playing a 
shorter round.

I did ask, and was told that this has nothing to do with pace of play. If 
you are a four ball, even if you are keeping up/are waiting/held up, you 
still have to let 2 & 3 balls through. Even if they have nowhere to go, the 
waters will part........

Why would they decide to go back to a position the R&A left many years ago? 
and remove the standing of a single player? and implement a local rule that 
is already in the rules?

Oooopppps - ive not yet read the 2008 rules, has this changed back to the 
old days of 2000???

What it says in my version (R.C.G.A.) of the 2008 book in the etiquette 
section under the sub-heading "Priority on the Course" is :

"Unless otherwise determined by the Committee, priority on the course is 
determined by a group's pace of play. Any group playing a whole round is 
entitled to pass a group playing a shorter round. The term "group" includes 
a single player."

Ian, you should note that this etiquette section is neither a Rule of Golf 
or a Local Rule. It is not possible to publish a Local Rule that embodies 
this statement of etiquette, but it is reasonable to publish a Club 
Regulation that specifies sanctions for a breach. The sanction can not be 
"loss of hole in match play or two strokes in stroke play", and yet it is 
permissible to apply a penalty of disqualification under Rule 33-7 for a 
serious breach of etiquette.
