Dropping over the shoulder while facing the hole came out of
the Rules with the 1984 revision.

Paul,

Go to Johnty's website:  http://www.ruleshistory.com and go to Rule 8 in the 
1908 edition of the Rules.
The procedure of dropping over the shoulder lasted until 1984.

Alternatively, on the same website, select the subject  - Lifting and 
Dropping - where Johnty's gives the full history.

I think those who dreamt up this procedure, had in mind that golfers had 
caddies to carry their clubs.
It did not take long before someone, in this case Hunter's Hill GC,  wrote 
to the R&A wanting a Decision (#10) when one of their members dropped a ball 
over his shoulder, only for it to go inside the golf bag that he was 
carrying!
The Decision by the R&A was that the ball was not in play and must be 
redropped without penalty.

In Rule 8 from 1908 I found:
|A ball shall be dropped in the following manner:- The player himself shall 
|drop it. He shall face the hole, stand erect, and drop the ball behind him 
|over his shoulder.

Would you rather throw it or let it roll down your back?
