As far as I am aware, CONGU are intending making singles match play 
compulsory full handicap difference from next year but have seen no mention 
of any move to do the same thing for any other format.

A member of my club is employed by EGU.
Recently he was influential in amending our club rules to comply with 
CONGU,EGU and ELGA recommendations relating to the playing of Singles 
Matchplay using full Handicap difference.
It is the option of myself and some others at my club that it is likely that 
the new rules, due for 2008, will make this no longer a recommendation but a 
requirement. I also feel that if there were to be any other alterations he 
would have taken the opportunity, to make further alterations to our club 
rules, when the opportunity arose relating to Singles Matchplay.
These are only the opinions a myself and some others.
