Would this idea work? How would it need to be implemented? Your thoughts?

More than likely not, as the red ball will be nigh on impossible to view 
in the darker sky.

What about if they made it "colored clothing" and a white ball...... would 
this be tampering too much with the fabric of the game at its highest level?

A lot of people will want to see tradition when it comes to the longer 
version of the game, and I would as well. Coloured clothing is for one 
day cricket only, as part of the gimmicky side of things. Don't get me 
wrong, I love playing in matches with coloured clothing - but tradition 
needs to be kept.

a) swing more
b) don't last through a 50 over innings
it wouldn't work for tests

iirc they're currently trialling an orange ball in England somewhere.
(again, iirc Australia trialled one in the 90s for sheffield shield
matches)
