Here's a choice quote from the article:

"But viewing Ogrish throws up some thorny moral dilemmas. In the past
few years, western governments have cracked down on child pornography
distributed via the internet. Watching sexualised images of children
from the comfort of one’s personal computer is morally repugnant, but
it is not the same as abusing children. The rationale for sending
people to jail for viewing such images is that their perverse
appetites feed the production of those images, and indirectly the
abuse of children.

"If so, then there is an argument that we are equally culpable when we
watch life being snuffed out on websites such as Ogrish. The lesson
here is not that we should ban Ogrish, but that we have not yet worked
out what kind of beast the world wide web is, or the responsibilities
required of those who use it."

Rather a mealy-mouthed conclusion I think, trying to have it both ways
- apparently some of the violence is staged for the camera.

Well, download pics of topless 17 year old = sick pervert, on to the
SOR and don't ever think of working with children

Download full colour videos of people being tortured, maimed or killed
= no problem!

If people hadn't ground Ogrish to a halt to download the Nick Berg
beheading video then maybe Ken Bigley wouldn't have suffered the same
fate. Therefore I say we round up all the several hundred thousand
sickos in this country who viewed it and charge them before putting
them on some sort of violent offenders register.

What arrant brainless puerile drivel.  There were show terrorist murders 
before the internet - remember Aldo Moro?  The political impact of Ken 
Bigley's murder would be undimished if there had been no internet.

I say round up the the haters of freedom and place then in a big camp so 
that they can inform on each other.  This will then allow the productive 
mebers of society to get on with our lives unharrassed by this pea-brained 
trash.

The post was tongue in cheek. But I do believe that the huge audience
for the beheading videos has encouraged others to do the same.
