Sorry about the delay  :)   (but my mind was elsewhere).

Talking about delayed reactions, do you ever see someone, across the
street say, and you feel you must acknowledge them but you think to
yourself you'll wait until they get a bit closer and so you put your
head down? Just as you're doing that you realise they're raising their
hand probably to wave at you, and you think, oh no was that a wave and
eventually look up again, trying to catch their eye to wave back but
they feel they've already been slighted so don't look in your
direction again. I hate it when that happens.

Oh no, don't say I'm the only one to do that, it needn't be a wave,
maybe they're only just starting to smile in your direction or even
just starting to try and catch your eye. 

I wish I had sticky eyes, you know how some people look at you and
don't look away when they should, they just hold your gaze that much
longer. That's quite nice I always feel.

I do that, hold the gaze that bit longer and I've been told many find it 
a bit unsettling, but thats why I do it.

People are very perceptive. If they know that you are doing that in
order to unsettle, then it'll probably work that way.

Someone maintaining eye contact, during conversation, just that shade
longer than necessary, implies to me that they are hanging on my every
word (which is why is doesn't happen to often).  :)

Not necessarily. I sometimes look longer at people I'm attracted to. I 
do the same to people I don't like, but my intent is perfectly clear to 
the person on the receiving end.

I'm sure many men look at you longingly.  :)
