rat packs

how come that despite the wording on the box --- MOD use only ----- not for 
resale --- you can buy shedloads of 24 hour ratpacks on ebay, one picture i 
saw yesterday had a date code stamped on it for last month, i would have 
thought that SIB would have been crawling all over that by now
