Buying without VAT?
I need a van to get around in and maybe rest in too. I have seen a large van
I like but the dealer says I will have to pay VAT unless I have a
certificate exempting me. I am completely crippled and I get all the
benefits such as not paying road tax etc.
How do I get a VAT exemption certificate please?

"For a vehicle to be sold VAT Free the following conditions must apply:
* The vehicle must be substantially and permanently adapted."
What you need to do is to find a company that will carry out the
adaptation that you need in order to use the vehicle. They will supply
the exemption certificate to the dealer. You pay the dealer for the cost
of the van plus the cost of the adaptation, all VAT-free.

Legless, define completely crippled?
Talk to your VAT office and explain that you need the van to rest in. They
have the power to "decide" if you are elligible.
But it sounds like you may not be, as the vat reduction was supposed to
offset the cost of the adaptation to a vehicle and make it more affordable I
think?
If you were completely crippled you would need a specially adapted vehicle,
like mine. And a wheelchair. If not then you cannot be "completely"
crippled? Crippled is a horrible word. Are you a wheelchair user? If so you
need adaptions which results in zero vat.

I just need a ramp bolted onto the rear entrance. I can buy the ramp
separately and get the dealer to bolt it on hopefully. That doesn't seem to
solve the problem though. I suppose I could part pay the dealer, take the
van to have the ramp fitted and get the exemption certificate.

Sorry Burgerman my post was misleading. I have legs but they are near
useless. I can get into and out of a vehicle but I do need to take a rest if
I am driving a long way. I just need a ramp to load my electric wheelchair
under it's own power. I already have a van adapted that way as it is an
ex-motobility van supplied by a recognised supplier in Leeds. A new one
would cost me £23K and that is £10K more than I can afford.
