It's all a cunning scheme! ;-)
1/ It will probably work for those that have the capacity for figures,
the energy to employ the right people and the clerical skills to complete
the paperwork. Then they will promptly be told that they have demonstrated
that they possess all the skills to be in full time empoyment so income
support can be stopped....
2/ For those who cannot handle their own money the local authorities can
step in and for a nominal sum, make all arrangements for the beneficiary -
an 85% charge, lets say?
So if the recipient makes it work then other benefits get stopped and if
they can't make it work the recipient gets charged and if the charges get
spotted then the recipient is capable of handling their own finances so go
back to 1................
God only knows if it will work, far too many variables. The 2003 licensing
law reforms were supposed to reduce binge drinking and drink related crimes
both of which rose steadily. And there never seems any way of going back...

Bollox to that if it is only peanuts they are paying as they know what they
are up to, give you the cash for a service that does not exist, and not
enough cash at that to pay an economic going rate for what you need, without
depressing wages anyway.
