Paypal - no protection if not eBay
I bought some goods from a building supplies company (via their website) which
offered Paypal as a method of payment - which I chose.
The goods arrived broken as a result of bad packing and rough handling by the
carrier.
After getting nowhere with the supplier I entered the Paypal complaints process.
My complaint was closed within seconds because the goods were not purchased
through eBay. I spoke to a person on their helpline who said Paypal offers no
protection at all in these cases, so beware!

I think the idea in this case is that your beef is with the vendor, as its
not non supply, its damage due to the carrier. The vendor should replace the
ggoods and then get the dosh back from the carrier, who they have a
contract with. Surely these companies know the bloody law. Sounds like you
are being fobbed off to me.

Normally when you buy goods using a Credit Card, & subject to certain
conditions, the CC provider is equally liable along with the vendor for
breach of Contract (Sec. 75 Consumer Credit Act 1974). This is not the case
when using your CC & paying via PayPal as you are entering into a
third-party agreement whereby PP's only liability is to pass the Payment on
to the vendor.
As Brian says, the building supplies Co. is fobbing you off. I suggest you
get back to them & state that unless they replace the damaged goods or
refund the amount in question you will sue them under the provisions of the
Sale of Goods Act 1979 (As amended by the Sale and Supply of Goods to
Consumers Regulations 2002).
Just quote to them "The Sale of Goods Act 1979 as amended".
What was the value of the damaged goods ?

About £60. I have been told by Consumer Direct to do exactly as you suggested.
My purpose in making the original post was to warn people off of using Paypal
for purchases from other than eBay.

Had you paid with Visa, Mastercard, or American Express you could have put
the transaction into dispute.
I have noticed that there are many irresponsible vendors who will not
accept payment other than Paypal in spite of their merchant fees being
higher than the others.
