Well it was only a suggestion, I could be wrong. The situation kind of 
leaves us guessing. However, the incessant similar postings do in my 
opinion amount to a mis-use of the newsgroup. I would suggest that the 
best approach would be for him to set up his own moderated newsgroup 
especially for the licensing issue. Then he could just periodically 
remind us that it exists.
