Not Doctor Who, but almost as good. 

The missing scenes from Fitz Lang's Metropolis have
been rediscovered after going missing for 80 years.
Restoration of the film to its former glory has begun.

Wow, that`s pretty amazing. I`ve never seen this film but have always been 
aware of it`s classic status and the legendary "lost" version. Should 
probably make an effort to see it now...and this naturally gives me hope 
that some more missing Troughton could still yet be out there! If a private 
collector can have such a famous film as this and be unaware of it`s worth 
then surely someone could have some old Who...

I remember this the first time around....how sad is that? It had some cool 
effects at the time but it failed to impress story wise. Still, I will 
certainly watch it again for nostaligia.

They found the missing scenes?  Darn, there goes my excuse for not
watching it ("Oh, no, I COULDN'T watch Metropolis, it wouldn't be true
to the directors intended vision of the material.").  I guess I'll
just have to use the excuse that until we know the frame-rate the film
should be shown at, even the completed version isn't true to the
directors intent and I couldn't be bothered to watch Metropolis.

Naw, I'm mostly kidding.  I haven't seen Metropolis and I have
(joking) used those two excuses as reasons why but mostly, I just
haven't gotten around to it.  So, I'll just write it here and Peter,
you can hold me to this: "When the previously missing footage is
released to DVD or to a theatre local to me, I will watch it."

Just recently, missong footage has also been found of the Beatles and 
Marilyn. Now this. Lots of valuable missing stuff appearing just when we 
have the technology to digitally recreate realistic looking fakes.

When I went to see the most complete restoration (including the
original music, which plays over slides describing and occasionally
depicting the missing scenes), I already heard a fair number of
people describe the film as too long, so be aware that to a modern
viewer, the pacing is kind of pokey (think of the William Hartnell
episodes and how they compare to the present version).

I am very much looking forward to a complete version, scratches and all.

I'm confused about Power of the Daleks, as I'm sure I remember seeing
it. But I was much too young to watch it in 1966, so I must have seen
a repeat, probably in the mid 70s. This was not in the UK.

The BBC wiped it in the early 70`s allegedly. Where would you have been in 
the mid 70`s? There are people out there that would know where it was sold 
to and it`s last reported airings. I don`t think I`ve ever heard of it being 
shown anywhere as late as the mid 70`s.

Maybe I've got it wrong. I was young then. But I have always had a
distinct memory of seeing a Dr Who where there were some Daleks
without their weapons sharing some facility with humans, and it being
pointed out that there were now (was it four rather than three) of
them. Then later on a shot of a production line with new Daleks being
built/bred. Is there another story that this could have been? I can't
remember details. But I looked through a lot of synopses on the Tardis
wiki, and couldn't see another story even remotely similar. I have a
very vague memory of seeing a black and white regeneration, but it
could have been WH -> PT or PT -> JP. Is there another story I could
have confused for Power of the Daleks?

underground leading that "gunk" which was filling up the London
underground, which I believe is now considered "incomplete". So maybe
I was lucky to see some of these.

However, there have been past situations where I've had a memory of
something which has turned out to be incorrect.

I have seen reports of episodes being found because they were returned
from the country of my birth. So I don't think the episodes I saw are
still lying around back there anywhere or they would have been found.

It's a cartoon strip story from one of the Dalek annuals of the 1960s.

Patrick Troughton had no 'regeneration' scene.  The story you describe
is Power of The Daleks.  This included the Daleks without guns serving
Human masters and the 'production line' which featured raw Daleks
being inserted into new cases. The story is well documented on various
sites and available as audio with commentary, and as a reconstruction
using photos taken during production and by fans who photographed
their TV sets (I used to do that myself during the Hartnell and
Troughton years, but I was too young to build a substantial collection
and most were lost).

If I recall correctly, the only other places to buy Power of the Daleks was 
Australia, New Zealand, and Singapore.

New Zealand. I saw "The Web of Fear" too if I remember correctly. I
very, very, much doubt that I could have seen them early than the mid
70s as I would have been too young, I think.

I think there may also be a hint of "Death to the Daleks" in Ross's
recollections. The other story in which (some of) the Daleks don't
have weapons is "Genesis".

I don't find the CD release particularly enjoyable - certainly not as
good as the Target book - though I could listen to Anneke Wills's
cool, calm narration all day long.

New Zealand. I don't claim to have a perfect memory, but I have clear
visual memories of scenes from Power of the Daleks and Web of Fear. I
don't have a particular memory of which year I saw it.

The Web of Fear was the last Troughton story purchased by New Zealand in the 
70s. I think overseas countries were allowed one original broadcast and one 
repeat of each story they purchased. Since they most likely bought it before 
the BBC began destroying episodes in 1972, and if they showed one episode a 
week, and if they were repeating all the old Hartnell and Troughton stories 
in order, then chances are that The Web of Fear still existed in other 
countries in the mid 70s. Sadly, the BBC telexed those countries that bought 
those episodes and ordered them to destroy the prints. It is too bad that 
the BBC didn't hire Sue Malden sooner. We would have had a better chance of 
recovering more Hartnell and Troughton episodes from the vaults of overseas 
television stations if that was the case.

I wouldn't worry about it. The BBC ruined seasons 4 and 5 by throwing the 
best stories in the garbage. :-(

The only thing we can do is hope they will never do anything like that ever 
again.
