Oh yep it is, if you go and look at what they were talking about in the
Sci-Fi mags before season one was shown they were actually talking
about Buffy and the inferences that created (and how they try to get
Rose to be a bit like her)

As a ps there was talk just as Buffy finished of some of the writers
like Fury and Piete to write Doctor Who. It got nowhere but it an
interesting sidenote.
