Is there any chance of the Afternoon Plays on Radio 4 ever being
available as podcasts?

they are and have been since listen again began.
just download the audio file, convert it to mp3.
put it on your mp3 player.

How do I download the audio file. When I record them I have always
done it in 'real time'.
Do you se a converter or will Garageband do that?

This is how Windows can do it...
The best thing to use is the download manager NetTransport. It has a
built-in URL sniffer so that when the Real Audio begins playing on
Listen Again, the rtsp link is detected. You then download the file,
still with NetTransport. There are number of file converters to turn
the Real Audio (.ra) file to and MP3 file. Winamp can do it with the
right codec, but I use Magic RM RAM to MP3 Converter.
Someone else will have to come along and tell you what you need to be
able to do this on an Apple.

Podcast is not MP3. Podcast is not download, either. Podcast is a
download-by-subscription service that typically /uses/ MP3, and also
RSS.
After that, I'm tempted to say "I don't see why not" but I think
writers, performers, and even technicians will be much more reluctant
to sign away rights in one of their works forever, possibly seeing it
traded around the world by enthusiasts with no payment to the
originators, than to agree to a short-term limited, more-or-less
protected, play-on-demand temporary release of the work, with an
option to repeat on similar terms.
You may have heard "Ed Reardon" in trailers expressing satisfaction
that _Ed Readdrdon's Week_ is (as I assume in fact) not podcast.
To come at it another way, look at the quality of drama that /is/
podcast.
