Ask EU - taxing a vehicle that used to belong to a disabled driver
Has anyrat ever been through the process of trying to tax a vehicle that
used to belong to a disabled person? I can't retax, because I don't have
the exemption certificate (for obvious reasons!) and I can't change the
disabled class anywhere that I can find, either on a form, or online, or
by phone. Any clues?

I've found the DVLA phone helpline to be very good - have you tried them?

When I retaxed my car, before selling it, I did it by visiting the
DVLA Local Office, armed with the V5 (or whatever the registration
document is called nowadays) and my chequebook.

Ah no, thanks very much. The only numbers I'd found were menu driven and
had no "none of the above" options, so I kept coming up screaming
against a brick wall of "no, that's not what I want to *&^%$* do!!!".
I'll try that one later, when I've calmed down a bit, if no actual
solution has appeared by then. Thanks again!

licensing, not vehicle. Though I have a problem with that too, since my
address doesn't exist in their database and they don't provide a way
round. <sigh> I'm never going to move again!

I might be reduced to that then, thanks. Since my nearest office is now
Truro, which is a fair trek (and despite this being a *vehicle* problem,
I am actually trying to use pubic transport for everything), it looks
like a day's outing and several busses.

Yep, been there done that. :o) The instructions are very helpful about
registering as disabled, and completely ignore the possibility that one
might wish to change things the other way! Not sure what that says about
the NHS. ;o)

I thought that was covered by the generic "How to tell the DVLA about
the changes", where it says:
If the changes affect the amount of vehicle tax you pay, youll need
to apply to your nearest DVLA local office to:
* apply for an exchange licence if your tax disc shows the old
details
* retax your vehicle if the vehicle tax has expired
In both cases, youll need to include the registration certificate and any additional documentation with your application.
The reason there's a specific section about how to change *to*
disabled status is that, in that case, there's extra documentation
needed to back up the claim.
I have a feeling that, when I did it, it would have been possible, in
theory at least, to do it by post, just sending off the V5, tax disc,
cheque and, possibly something I've forgotten. The problem with that,
of course, was that it would have left the car without a tax disc for
however long it took them to send me a new one. I know in the end, I
decided that, even with the necessity to find someone to take me down
to Portsmouth (as I had stopped driving by then), making the trek
seemed the lesser evil.

I've found a bit on the V5 reg doc that says I can only change the
taxation class when retaxing. I can't retax simply, because I'm also
trying to change my address (to one they don't believe exists). Your
suggestion that I beard them in their den looks increasingly sensible...
I'm just a tad reluctant to make the trek if I can avoid it, and without
a guarantee that it will achieve everything I need. I suspect this is
expecting rather too much. ;o)

True! Though actually I suspect the secure store where I really keep it
has a recognised address, and it's just my dodgy abode that's falling
through the net... perhaps I should just move into the 'van!
Part of the problem is, the owners of the flat also own the shop
downstairs, and have always had their post delivered to the shop. Now
that's not good enough, convincing everybody that I'm not dossing on the
shop floor is proving tricky. It must be the way I dress.

Yes I had the exemption and gave dorter the car. We changed the log
book either online or by sending it, I forget which, and she had to
pay normal tax by taking the log book, MOT etc to the PO or maybe did
it online....er.....that didn't help, did it?

I've concluded that I'll send off the V5 for change of address, and
hilight the "disabled" bit in the hope that they'll change that too
(though unlikely) and if (when!) that doesn't work, I shall take
Serena's advice and head for Truro.

I had exactly this problem a few years ago. It was before you could do very
much on line, and I didn't know there would be any difficulties until I went
to tax the vehicle at my local PO (St. Day, near Redruth) and was told they
couldn't do it there, I would have to go to the main PO in Truro. In my case
that was only ten minute drive, so I went along there with the vehicle
documents and was sorted in a few minutes. Of course in those days you could
actually park in Truro....

I know someone who has. My friend who's husbad died earlier in the year
taxed it for six months in order to sell it after her husbad died: he
was disabled and drove it: Carole's disabled but can't drive. She didn't
say she had any problems doing it. She would have had to have taxed it
so that it could be driven by someone else at any time, but I forget
what she said she did specifically. If no one comes up with any answers,
I'll ring her tomorrow morning and read this out to her. (She's met
Mike the Pedant so she knows we're all nuts).

insurance, MOT and filled in an application form V10 downloadable

with the new tax disc, then when the V5 comes back it's tax class will have
changed to Pay as you drive!!!

Second follow-up... checking the link, and rereading what you say, it
sounds as if I just have to go to a suitable PO and buy some tax, and
the class will be sorted - I have the renewing form (V11?) If I can do
this at the PO it's worth a go. The change of address is a slightly
different issue that can be tackled separately using the normal method.

Change of tax class
If you're changing the tax class from private to disabled, provided you have
the whole Registration Certificate, you can tax at a Post Office® branch.
If you only have the New Keeper Supplement and for other tax class changes
eg from disabled to private, you'll need to tax at your nearest DVLA local
office. Write the new tax class in section seven of your Registration
Certificate. If using a New Keeper Supplement, you'll also need to fill in a
V62 'Application for a Vehicle Registration Certificate (V5C)'.
This seems to relate to you exactly, looks like things have changed..
typical Government Organisation need beaurocacy with all the different tax
classes and costs.......

I have a little bit of experience of the dealing with DVLA 3 way swaps of
private plates (don't ask!)buying motorbikes that had disapeared of the
system, lost V5 (by Swansea the ****ers even tried to charge me!), I have
found Swansea to be a total waste of time (and lying barstewards to put it
mildly) If you have a question and if you can get Swansea to get the local
office to phone you back (they will do under protest) the local offices are
very good (Edinburgh in my case).

I had that problem: my dwelling wasn't in the Post Office database, a
fact I discovered soon after I moved in last March - despite there
having been something here since at least 2000 (when this home was sited
here). The odd thing was that this is number 5, and numbers 1 to 4, and
6 on, _were_ in the database!
I got the PO to sort it fairly soon (April or May), but it still causes
some problems with ordering from some websites - if they're using an old
copy of the database, they just won't accept the address, and the
websites that _are_ using an old copy are also more likely to be using
software that doesn't let you enter the address manually.

Sadly that won't have any effect, as the person you're dealing with (by
'phone or over the counter) won't see any of the money. (Having said
that, my experience is that they're mostly helpful anyway - though does
DVLA use Indian call centres, in which case maybe less so?)

office too. Time-consuming, but other than that, fairly painless.

Our house IS on the PO database - although it's only identified by house
number which is useless on this road, because the numbers are randomly
scattered & duplicated. The house name, which is a reliable method of
finding the right place, doesn't appear.
However, the local authority's Council Tax Dept. insist we live in
another place altogether (xxxxx Way instead of xxxxx Road).
Their database is 15 years old, and in that time we have made scores of
attempts to get them to correct it.
Oddly, they seemed to have no problem finding us when they did the re-
banding exercise a few years ago - at least I assume they found us &
didn't value some other house entirely[1].

Back in February I applied (online) to the County Council to change the
name of my new home. I had an email response quite quickly to say, having
liaised with Royal Mail address management, they didn't think I had the
address right. I thanked them for this info, I'd just used the address the
selling agent had given me.
The house fronts onto Xxxx Lane but apparently the proper address is
Xxxxfields. This caused me to assume Xxxxfields was the name of the
unadopted road that runs behind the house (and from which the postman
delivers) - a neighbour now tells me the road has no official name which
could explain a lot.
After exchanging several further emails the woman at the County Council
forwarded me her entire email correspondence from Royal Mail address
management wherein they had made two totally contradictory statements about
the correct address and suggested the house should have a postcode which
seems only to apply to 8 houses further down the hill and the other side of
Xxxx Lane.
The online Royal Mail database made it quite clear to me (and the woman at
the Council) that the postcode I had suggested was correct, just the road
name was wrong. I finally got a letter last week confirming the change of
house name and asking me to inform my local delivery office.

boring on the subject! However, I'm planning a trip to Truro on Monday,
and I'll happily report back. Keep your fingers crossed for me. :o)
BTW, if I haven't already said so, my local PO post-master has confirmed
that he could do the change from normal to disabled, but can't do the
other way, and has told me where in Truro to find the DVLA office.

I don't think I've ever heard a multi- storey car park described as nice
before! When I was in Truro yesterday (Saturday afternoon) every car park
was full. They're starting a park and ride from Threemilestone to take some
pressure off.

OK, they're usually not particularly, but there's no reason why they
_have_ to be un-nice (!). [There's a rather pleasing spiral one in
Pilgrim Street in Newcastle; I have a feeling it might be a little
awkward to actually use, but it's at least unusual.]
