Why would that be strange?  I can legally purchase lots of things that are
potentially far more harmful than currently illegal drugs, such as drain
cleaner, rat poison, lawn mowers, chain saws, hatchets, sledgehammers, cement,
spray paint, chemical solvents, etc., etc., etc.
