Well, I'll start.

My nomination is Stevenage for its large population of
morons/chavs/teenage single mothers.

The only culture you'll find in Stevenage is in a pot of yoghurt and
the best thing to have ever come out of Stevenage is the A1(M).

Clearly Hemel Hempstead has to be a contender. It is the rancid septic ulcer 
on the face of this fine county of Hertfordshire. I feel sorry for the 
people of Boxmoor and Apsley who have been assimilated with this disaster of 
1950's planning (or lack of). It's a pity the Buncefield explosion didn't 
wipe the whole town off from the face of the Earth.

I vote for Watford.  Drunks, football hooligans, litter louts, chavs:
ugly people in an ugly town.  Dreadful shops, thousands of bars.  A
local government that recently said it would make the town centre more
"family friendly" (a fatuous phrase) by reducing the number of bars,
since when two more have opened.  The drunks are kept under control by
PCSO who are a waste of space.

  IIRC it was described in Victorian times as a pretty little market town!
