The following comment (7th Dec. 2007) was apparently rejected by the
editor of the Exmouth Journal on-line:**
"Former mayor Trevor Cope is probably aware that a Parish Poll can be
triggered by a small number of citizens. At a parish meeting, ten
people or a third of those present have the right to make a proposal and
demand that a referendum (poll) be held.* *The basic rules, which
presumably apply to Exmouth, may be found in the Local Government Act 1972.
Incidentally, these rules need to be improved. Under existing law it is
rather too easy to trigger a referendum. The result of a properly
conducted referendum, however, should be legally binding, which is not
