Rate commands   
When I open my config file in the CS source folder and input the following 
commands:

cl_cmdrate "30"
cl_updaterate "40"
rate_10000

It makes no difference because my rates are not changed. Does anyone know 
what's going on?

Are you saving your config file before you start your game.
Make it read only once it is saved.
I understand some CSS servers alter one or more rates to enforce a 'level 
playing field' among players.
