QCAD
or you could use Xfig which is a capable general drawing program. Xfig has
its own .fig format, but can export to various
common (and not so common) picture formats.

I'll second QCad. I've been using it for the last three months for 2D
drafting of engineering drawings to send to a precision machining
company, and I've been quite happy with it.
