Windows Temp folder   
My Windows Temp folder is filling up with .tmp and .htp files that go
beck several years, despite having a utility that's supposed to clear
out unwanted files. Can I just delete them all, or does the utility
know something I don't?

Anything older than today's date is usually safe to delete.  The utility 
atf-cleaner is quite good at this.

Yes you can delete everything. if they don't want to go you'll get a 
message telling you so (because they are currently being used, just 
deselect them and get rid of the rest.

I don't know what programme you are using to clean up but it is a pile 
of crap if it doesn't do this. Find another one.
