Have a look at this video http://www.youtube.com/watch?v=CuWx8rZojPQ in both 
SD & HD there is noticeable frame rate slowdown, my CPU is not hitting 
anywhere near 100%... is it the video itself or the computer I am using.

It's the browser, here (2GHz C2D, 4gig). Firefox stutters, Safari
smooth. Both latest release versions.

Really... that is interesting... I am using Windows 7 Internet Explorer 8, 
Pentium Dual Core SU4100 1.3GHZ ULV CPU, 3GB RAM maybe I should try Safari 
or Google Chrome to see if that makes a difference.

I installed Google Chrome and got the flash player for it from Adobe, it was 
still a bit jerky but perhaps a bit better. Then I went back to Internet 
Explorer 8 and tried again this time it was much much better, I do not know 
if getting the flash player in Google Chrome has updated the flash player 
used by IE8 as well... but when I played it just now it was smooth in the 
bits which were jerky before (when the guy is dancing in the train).

I don't think you understand how youTUBE works.  You don't seem to have
discovered the world of "trendy video" effects.  After downloading both 
videos
and watching them on a DVD player they all appear exactly the same - with 
the
same special effects on normal video and HD.

It's similar to effects used on TV such as when the camera is waved about to
give a fast moving display - or cut every second from one screen to the 
next.
You can also do different aspects and switch them rapidly to annoy everyone
or go from wide to extreme close up in which the subject moves out of the
actual screen view.

I thought all that rubbish taught on media courses died out years ago as it 
was
unpopular and LCD TVs couldn't cope with the required refresh rate.

I do have a good connection - it still has special effects which you see as
a fault.  Even if you save the files and play them through a PC or a
DVD player.  The original video has the effects in it.
Nothing to do with your computer, or lack of it.  No difference here between
a 3.2GHz laptop and a PC with a quad core processor and huge video card.

Jumps here on Firefox 3.0.14 with similar spec while IE6(?!) is dead 
smooth. Same version of Flash, I think. Youtube stuff is normally fine, 
so I don't know what's so strange about this video. It's not a buffering 
or CPU issue.

I am not talking about the intended slow downs that occur in the video 
just the slight jerks throughout, I just tried this video on my iMac 
running MAC OS 10.6 & Safari and it was silky smooth, I have a better 
connection there so that may have figured into the equation. The fact 
that it did playback smoothly once on my PDC SU4100 1.3ghz ULV machine 
suggests its not the machine itself that can not handle it.

Just played it on my PDC 1.3ghz ULV machine again and while the SD had some 
slowdown when panning the HD was silky smooth I would say it played the best 
I have seen it yet. Its strange how sometimes it plays silky smooth and 
other times its noticeably jerky when panning and movements... with the same 
machine and software must be a server issue.
