Can I just check, as I am thinking of building another PC, whether I can
just install this without any difficulties? In particular, if the serial
number has already been used, do I have to go through a reactivation
procedure?

As I understand it, all OEM COAs need activation, unless they are eg a
Dell PC with a Dell copy of XP.
Activation can normally be done automatically online, but occasionally
will need to be done by phone.
