Any recommend the best newsgroup to ask this question in.  I cant find

I have a spare pc i want to limit to email and ftp only its  running
windows xp.   i.e. user cannot use the web etc

I am not sure the best way to do this.  i.e. with a  software firewall
or something in windows i use to limit this.
