Permitted development rights protection and joining a conservation area   
I wish to build a brick built workshop in my back garden. I am allowed
to do this without applying for planning permission provided it built
within the rules of permitted development.

However my council want to bring my property within a conservation
area (this could happen within 7 weeks).This will mean that I will
need planning permission for the workshop.

How do I protect my right to build the workshop without applying for
planning permission (it will be refused when I am in the conservation
area) I don’t really want to start building it for another 18 months.

I doubt that will be possible.  Use your rights ASAP or lose them.

That may be a serious impediment to your using rights that may expire
within a few weeks.  At least can you throw up something cheap and quick
and hope later to get permission to replace it with your final structure?

I suggest you ask the planning department - they may be the ones who will
enforce the newer rules but still they are not your enemy.

Which will be a PITA to get in a conservation area and costly to boot.

You do not lose all GPD in a conservation area, but the rules are tighter, 
extensions smaller etc.

Start now - get a line of bricks above ground level, and take photos with 
provable time in them.

They want the fees. They need to have work to do.  They will tell you what 
all the bureaucracy is not how to [legitimately] avoid it.
