Edinburgh District Council's latest wizard wheeze is to
collect refuse once every two weeks instead of weekly, while
not providing households with any kind of suitable storage
for perishable rubbish or even extra rubbish bins.  How long
will it be before we see the return of rats to the streets?
But at least it will save money which can be "invested" in
the wonderful Edinburgh Festival! Ho, ho, ho!
