AEF is Aggregate External Finance and is the amount paid to local
authorities to fund their budgets. Only a small fraction of these
budgets come from council taxes or business rates.

The figures for the current financial year show the Scottish grant to
be an average of £1966 per head. The Edinburgh settlement of £1673 per
head which means Edinburgh is subsidising areas of higher grant, areas
such as Glasgow with £2410 per head or £737 per head more than
Edinburgh. 

If Edinburgh received the same levels as Glasgow in 2008/9, the city
would have an additional £317 million to spend whilst West Lothian
would have an extra £101 million.
