What size of job consitutes asking for "planning permission"?
I am thinking about having my front garden "redesigned", which would
involved the removal of my concrete slabbed path, and various other
improvements such as planting a small tree and maybe 3 - 4 square metre's of
shrubs and plants.
Afterwards, a new path would be built from my front door onto the street.
Would this kind of job normally require planning permission in Edinburgh?

No.
And if it did you would be quite within your rights to exterminate the
whole planning beaurocratic council superstructure: parasites in the
guts of society, the whole lot of them.

Apart from Wee Bob who will pass any plans you want if you're "nice" to
him (alledgedly :).

It depends whether your garden is in a Conservation area or not.
If it is:
There should be no problem removing a path and replacing with grass/plants
etc.
IIRC you can't remove a tree with a trunk diameter > 7 inches (I think),
and you need permission to put in any "hard standing" (new path, driveway,
even decking!) where there was none before.
Seems ridiculous I know, but I've spoken to the council about this.

If you are creating or widening the entrance point from the pavement
then you need council permission, which usually comes in the form of
planning permission.
