- received this answer today

Do you remember when Start Ups phoned my son to tell him he had won a label 
printing machine - then when it did not arrive - he chased them to be told 
they had phoned the wrong people:-

We have brought considerable pressure to bear on both The Advertising 
Standards Authority and the promoter.
We are convinced that the mix up in notifying winners was a genuine mistake. 
However, the ISP feels that the least the promoter could do was to honour 
its error and award your son the promised prize.  This has been suggested to 
them.  Has anything been received?

We have no power to enforce such action and sadly, not all promoters value 
their customers.

I hope they do send him something - most companies take heed of what
the ISP tells them (not the Sun, but that's a different story)
