I imagine this would be the same case for a 3kw electric oven. I have
read that it would be ok on 2.5mm and also on 6mm cable. What would the
correct size be for a run of about 12m. Its going from the bottom to
the top/back of a house, The route would between the joists on levels
and under the stairs in between levels.

2.5^2 will be fine for a 12m run unless the cable is surrounded by
insulation, is grouped with lots of other cables or is exposed to a high
ambient temperature. If there is no cooker point already in the house then I
would use 6mm cable in case an electric hob was ever needed.
A 3kW oven will work on a normal 13 amp plug and socket, but if the ring
main is already supplying other high power items such as tumble driers,
washing wachines and dish washers then it would not be a good idea to do so.
