AFAIK they dont have one.
There are various e-mail addresses for submitting news, etc. Would one
of those meet your need?

It was at <http://www.staff.ncl.ac.uk/m.h.ellison/bls/> but this
appears to be dead. Whether this is a temporary thing (server issues),
or not, I dunno.

Not currently. Going by the results on Google they seem to have been
lodgers on various peoples' web sites without ever having had their
own.

For the bls to have a web site implies they have information to give

The bls is too pompous and self centred to think like that.
If you need an example, read that awful letter from their chairman in a
recent Todays Railways concerning the Rinbad web site and ''outwith bls
policy'' after the site owner had been terminally ill with cancer for 5
years and passed away earlier this year.
