Newly laid disused track near Croke Park, Dublin?   
Stayed at the new Jurys Hotel near Croke Park in Dublin.  There was a
twin track railway with rusty rails and a buffer stop in the middle of
a straight piece of track.  Why would they leave an apparently newly
laid line in a state of disuse?

It's the former line from Dublin Connolly/North Wall to Glasnevin Upper
Junction and the old Broombridge station site. It's been out of use for the
best part of ten years. Passenger trains now run via the route on the other
side of Croke Park, to serve the new Drumcondra station. The middle section
has been mothballed (officially - much like the Universities line over
here!) but track extends for some way from both ends to buffer stops. At the
Connolly end it is sometimes used for stabling stock but why the "country"
end still exists I have no idea.
