Stronger boxes with safe-type locks ?
Covert surveillance of likely targets ?
Complete and continuous lineside surveillance along vulnerable stretches by
pole-mounted satellite-connected
real-time CCTV ?.
Iin conjunction with rapid-reaction policing this last could be an effective
answer to most types of access infringements.
Done on a Europe-wide basis the economies of scale might bring the costs
down to practicable levels.
The threat from terrorism is probably greater than from vandalism. We should
not wait until a TGV or E* is
targeted by lineside bombs.

Be careful - someone might think that rather than being silly you are the
arsonist.
