Anyone know who this lot are?

Broadway Rail Limited (Registration Number 04659516)
Golding's Rail Limited (Registration Number 03266760)
Hay's Rail Limited (Registration Number 03266762)
OQS Rail Limited (Registration Number 03076444)
Orchard Rail Limited (Registration Number 04659669)
Strutton Rail Limited (Registration Number 04659712)
Westminster Rail Limited (Registration Number 04661194)

They're defined as Operators in Schedule 1 of the Railway Byelaws along 
with

South Eastern Trains Limited (Registration Number 03666306) and
South Eastern Trains Holdings Limited (Registration Number 03266770).

Perhaps they're spare companies in case SRA/DfT/whoever need to take 
over more franchises.

At a wild guess, I would say this may be something to do with Abbey
(Abbey National - as were): they bought one of the leasing companies
(Porterbrook?).

May be something else, though.  Just looked them up in Google:
registered office is 55 Victoria Street.  Is that the SRA offices?

Google that address and you get the Dept for Transport.

All are listed as dormant in the SRA accounts.

Something that might support your theory: there used to be another one,
Tower Rail Limited. On 27 June 2003, this changed its name to South
Eastern Trains Limited (Google "Tower Rail Limited" and see the first
post).

Or rather 55 Victoria Street (just round the corner?) as the DfT seems
to be the culprit.

It works for the 04xxxxxx companies and OQS (Old Queen Street) but the
others are something else - 032xxxxx match to OPRAF (Goldings House,
Hay Lane, SE1).
