low participation neighbourhood?
How does an applicant to higher education find out if they are in a 'low
participation neighbourhood', and while the statistic is used for government
bean counting purposes, does an applicant with a 'lpn' postcode have their
application flagged for the Admissions Tutor to take into account???

No, at least not by UCAS. I wouldn't know if other universities take it on
themselves to flag such applications, but mine doesn't.
