Illegal bikes on peak hour trains

I was crammed today into a 377 from Victoria to East Croydon at around
1825. Then a bike came into our coach forcing people stood in the bike
area near the toilet to move.
Of course bikes are banned between 1600 and 1900 ...

While I was on Ashburys station today, an odd thing happened.
A train from Picc to New Mills (which doesn't stop at Ashburys)
approached as usual, and the signal at the end of the platform showed
green with feather as expected ...
