Going back to BT but physical line has gone

My elderly father is currently paying around ¡ê30 a month to Virgin for
phone & seldom used BB.
I plan to switch him back to BT & get him on Sky's 2Mb free BB.
He went on NTL as it was around 10 years ago. In that time the old
overhead BT line has vanished, I've idea when they did this or why.

Does anyone know of a resource that will allow me to look up what level
of ADSL service is available at a French Exchange?
(Ie. whether Orange have an ADSL2/2+ service).

I'm not on a BT line. My provider, TalkTalk, doesn't have a number I
can dial that is silent, according to their support staff. Does
anybody know a number you can dial even if you're not a BT customer? ...

What are 00-800 numbers?

The helpline number for a company I wish to contact starts with 00-800 and
has "UK only" in brackets after it.
Is this a free number - or is this a non-free international call to some
country or other? [The nearest I can find in my (rather elderly) Phone Book
Companion is 00-809 - which gets you to St Vincent ...
