BT Phone line new build connection charge ¡ê124.99

On Friday I moved into a flat of 2 years old.
Unfortunately no previous tenants have bothered to have the phone line
connected - therefore although there are sockets already on the walls,
BT say a ¡ê124.99 connection charge is payable.

present we have Virgin Media domestic phone. I also have a BT line which was
my home office line until I was made redundant. The BT line has an NTE5 ADSL

I have an old INDEX (i have a feeling it's software rev 8) that i've
just terminated a BT BRI onto I'm having trouble translating the MSN's
to extensions.
If i set the trunk to DDI (which from my reading is necessary to use
ARS) it rejects all calls (on that trunk).
