Safety Issue?

I've just been leafing through some photographs and one appears to show the
driver of a train reading (a newspaper?) whilst travelling at (probably)
80-90 mph.
If that was a lorry driver I believe (1) it's dangerous (even though a lorry
won't be that fast) (2) it's illegal. Do similar rules apply to trains? ...

I'm looking at booking a Off peak Anytime period, oh bugger, A saver return
from my local station to STN for weekday travel (next week).
Looking in the NationalRail website it tells me that I can use it out on the
09:0 something, which surprised me, but that I can't use it from about 15:00
to 17:30 for return ...

(Lack of) interavailable first class fares

I only recently happened to notice that there's no interavailable
FOS/FOR from London to York - only operator specific first class fares.
A bit of googling of old uk.r posts finds some discussion of this from
last year.
But I'm curious: does the rule of adding 50% to the price of a standard
class ticket n ...

In the peak? Really? That seems way too low - it's ¡ê30+ for a SDR
from MKC-EUS. Somewhere around 50 quid would seem closer to the mark.
