Complaining about council

I think we need to complain about the council.
They've not repaired a bridge and it looks very likely they're using
the excuse that they've got no money in this financial year for it
(They promised it'd be done in the last financial year and its been
cancelled)
They've never responded properly to the petition we' ...

Monthly Surgery

I'm standing for election for my local parish council and if elected would
like to start a regular surgery on a saturday morning (maybe once per
month).
Has anyone had any experience of holding a surgery and if so can you give me
any advice?

I live on the border of one local authority. I don't think we get very
good value for money from this council.
What is the process for apply for my street to change local authority?
