Outside lights - IP44 or IP45

I installed a couple of IP44-rated low-energy floodlights recently.
They were installed on the front and side walls of my house about 10
feet off the ground.
Within three weeks one of them stopped working. On investigation I
found both lights had about half a pint of water inside them!

cavity wall insulation

My walls were insulated 30 years ago with UF foam insulation. I've the
certificate to prove it. However, they neglected to fill the tops of the
wall, probably about 18" short of the wall plate. This part is measurably
colder than the rest of the walls.

I'm fed up waiting for Yorkshire Water to get its
act together, and now its holding everything up,
as I don't want to install the kitchen units and

Isolating hot water from Combi.

Went to change a tap-washer on the hot bath tap for a friend - the hot
water is supplied from a combi - so shut-off the cold supply into the
boiler.
However, the water kept pouring out of the hot tap - left it running
for almost an hour - so pretty sure it wasn't coming from the boiler.
