Garage door draught excluder

Hi,
I am about to fit a draught excluder to my up and over garage door. I
have a real muppet question - should this be fitted to the inside or the
outside of the door?
I assumed that it should go on the inside so that the seal folds under
the door as it closes, however I notice that a neighbour has one fit ...

My doors are sticking

down the outside edge and see one area contacting the door frame. Do I
plane it downn or adjust the hinges somehow?

Panel heater wiring

Combination boiler hot water

A corgi registered plumber recently changed the fan in my glow worm
combination boiler, because the old one was making a noise. This is
now fine, but since the plumber left the hot water doesn't work
properly, the boiler fires up when you turn the hot tap on, then shuts
down after a few seconds, then start ...

proof-read by a couple of non-Usenet/non-Internet people to make sure

Condensing boiler siting options

I'm thinking of renewing my combi boiler with a condensing one, but
would struggle to run the condensate to a drain from the existing site
(hall cupboard, vertical flue). The kitchen has flagstones, and the
bathroom is tiled, so moving location of the boiler isn't an easy
option for me. I think this leaves ...
