Question as title : Is it legal for agencies to post jobs that don't exist ? I
have just received a written admission from an agent that a job posted on
Jobserve doesn't exist and I just need to know now what to do to collect my
winnings :-)

Unknown client but need referees

I have just been assured by "the country's biggest recruitment agency"
that it is normal practice for agents to need referees but refuse to
say who the client is.
All the advice here has been not to fall for this trick. So I
declined.
The agent was adamant that this is how it contractor recruitment works
...

Let's just get this off my chest. I am fed up with 'careers advice'
spam and it is all coming from the same place but using different
domain names.
Since registering with PCS Executive I have had a constant dribble of
spam emails offering pay-for careers advice. I have tried
