Mutual Exchange can we?

Hi All,
Some friends of ours are going to give up their tenancy.
Because we would like to have their council house, I was thinking of
doing a mutual exchange before they gave notice.
The only problem I can see with this, is that our friends would not
*actually* move into our home, they would just move out ...

I'm having alot of problems with anti-social behaviour whereas my children
have been threatened AND beaten up, have had to give evidence in court, i
had windows broken, verbal abuse to name but a few, now the council and
local police are all aware of the issues that i am having but have not
really done a gre ...
