ground plane for cb antenna

I've just bought a ground plane kit for a CB antenna. It's a bit
basic - just a square metal plate with four radials coming off it.
Being a newbie I'm a bit confused as to how it should be connected.
Should the ground plane be connected to the shield of the cable or the
core?
